Topic   A Resolution to Award a Bid for the Construction of Cell #3 at the Solid Waste Landfill

County staff has worked with environmental engineers to prepare for the construction of cell number 3 at the sanitary landfill. Five bids to construct the new cell were received on June 5, 2002.  The low bidder is R.M. Soderquest, Inc., in the amount of $1,094,110.00, and the bid is under final review by the consulting services.

The new cell is projected to meet our sanitary landfill needs for the next four to five years.  It will be constructed to meet the standards of the Department of Environmental Protection and include the installation of a new leachate collection pond.  Approximately 62,000 tons of material is anticipated at the sanitary landfill during the current fiscal year.

Consider adoption of attached resolution.

Financial Impacts Analysis

The operation of the construction and demolition debris landfill has made a positive contribution to the financial success of the Landfill Enterprise Fund.  Funds are available to fund the construction of the new cell.  However, it will be necessary to continue to reserve and closely monitor future revenues for other capital requirements.
