SUBJECT:  6th Addition to the Cobbler Mountain Agricultural and Forestal District

LOCATION:                                                   The subject parcel is located at 3839 Cobbler Mountain Road, north of its’ intersection with Rolling Hills Drive

BACKGROUND:

The Cobbler Mountain Agricultural and Forestal District was originally created in 1981 and was last renewed by the Board of Supervisors effective March 6, 1998 for an eight (8) year period, expiring March 6, 2006.  The District currently consists of 26 parcels and totals approximately 2,702.54 acres.

The applicants have requested 50.0 acres to be added to the District.  Copies of the application and parcel map are included in your package.   

The application states the owner would like to preserve the property; leaving it in its natural wooded state.

STAFF REVIEW:

Review of the parcel indicates the north portion of the property is heavily wooded with gently rolling terrain.  The subject property was discovered to have the following soil types:

·        17B –Very deep, well drained, brown loamy soils in concave swales and along small drainageways

·        18C –Moderately deep, well drained, strong brown, coarse-loamy soils and very deep, well drained, strong brown silty soils on strongly sloping backslopes and undulating summits

·        20D – Moderately deep, well drained, strong brown coarse-loamy soils and very deep, well drained, strong brown fine-silty soils on moderately steep backslopes

PLANNING COMMISSION AND AGRICULTURAL AND FORESTAL ADVISORY COMMITTEE RECOMMENDATION:

This application was received after the Planning Commission and Agricultural and Forestal Advisory Committee meetings.  Staff recommends approval for the following reasons:

·      Review of the natural features of this parcel indicates that there are significant resources which are worthy of protection and would enhance the District, and

·        The parcel meets the criteria for evaluating the factors for inclusion into the District as required by Section 15.2-4306 of the Code of Virginia, and

In addition, staff recommends approval with the following condition:

·        If any of the 50.0 acre parcel is subdivided or boundary adjusted to below 25 acres, then the parcel shall be removed from the District.
