A Resolution to Approve SPEX04-CR-017, A Category 20 Special Exception to Allow for the Operation of a Water Booster Pumping Station and Ground Storage Tank

 

Topic Description: 

 

The purpose of this Special Exception is to obtain approval for a water booster pumping station and ground storage tank.  The site would contain 2 brick buildings, a diesel generator, diesel storage tank, and the water storage tank.  The property is located on the south side of Rogues Road (Route 602) and is owned by the Mabel V. Lunceford Estate.  The new facility would serve the New Baltimore Service District, as defined in the New Baltimore Service District Functional Plan.  A connection will be made to the Brookside Subdivision.  The unmanned facility would operate 24 hours a day, 7 days per week, with daily visits by operation and maintenance personnel.  The facility would not be open to the public.

 

During its March 25, 2004 work session, the Planning Commission conducted a visit to the proposed project site, and opted to continue that evening’s public hearing to April 29th to allow for additional time for public input. 

 

At the April public hearing, many residents questioned: (1) the location of the existing wells; (2) the transmission of groundwater resources from their neighborhood area to the New Baltimore District; and (3) voiced their concerns of losing production from their individual/residential wells due to the proposed pumping of the Fauquier County Water and Sanitation Authority (WSA) wells at the site. 

 

Staff notes that the proposed Special Exception is not regarding the wells as they are already in place.  The Special Exception is limited to the installation of the water booster pumping station and ground water storage tank.  It needs to be noted that the WSA scheduled a public meeting June 15, 2004 to discuss the Emery and Garrett hydrogeological study, its results, and respond to other community questions. This meeting included the consultant who prepared the study, James Emery of Emery and Garrett.  The study, prepared for the County and the WSA, indicates that the pumping of the wells, per state standards, should not impair production of nearby private wells.

 

Requested Action of the Board of Supervisors:

 

Conduct a public hearing and consider adoption of the attached resolution.

Planning Commission Recommendation

 

After two public hearings, the Planning Commission has recommended that the Board of Supervisors approve Special Exception SPEX04-CR-017 to allow for the operation of a water booster pumping station and ground storage tank, subject to the following conditions of approval:

 

1.      The Special Exception is granted for and runs with the land indicated in this application and is not transferable to other land.

 

2.      This Special Exception is granted only for the purpose(s), structure(s) and/or uses indicated on the Special Exception Plat approved with the application, as qualified by these development conditions.

 

3.      The development of the property shall be in general conformance with the Special Exception Plat entitled "Rogues Road Water Storage and Pumping Station Special Exception Plat" dated February 2004 and received in the Planning Office on February 13, 2004.

 

4.      A Site Plan shall be required, pursuant to Article 12 of the Zoning Ordinance.

 

5.      The applicant shall provide an access easement to the tank site and parking area to allow for access by Fauquier County Water and Sewer Authority or other government agencies.

 

6.      The maximum water storage tank height shall be 45 feet.

 

7.      The maximum storage capacity of the water storage tank shall be 344,000 gallons.

 

8.      The tower storage facility shall be constructed of green glass coated bolted steel walls and with an aluminum geodesic roof.

 

9.      The two buildings on the site shall have brick-faced architecture, as indicated in the applicant’s submittal from February 13, 2004.

 

Land Area, Location and Zoning:    

 

The property is located on the south side of Rogues Road (Route 602).  The property is zoned Rural Agricultural (RA).  A map of the property is shown below.

 

 

                                    

 

Neighboring Zoning/Land Use:

The property is surrounded by parcels zoned RA (Agricultural) and R-1 (Residential).  The predominant land use is a mix of Agricultural and Residential.

 

Summary and Recommendations:

 

Staff is in support of the Special Exception, subject to the conditions recommended by the Planning Commission on April 29, 2004.
