Topic:

A Resolution Initiating an Amendment to the Warrenton Service District Plan for the Re-introduction of a Route 211 – Route 17 Connection

Topic Description:

By resolution on January 10, 2008, the Board of Supervisors directed the Department of Community Development to work with the Town of Warrenton staff to develop an integrated transportation plan and other matters of joint planning and development.   The primary focal point was to review the long-term need for a road connection between Route 211 and Route 17 and the re-introduction of such a connection in the Warrenton Service District Plan.

By its July meeting, the Transportation Committee will be submitting recommendations and areas needing careful study for Planning Commission consideration in its refinement of any such amendment drafted for the Warrenton Service District.   The Transportation Committee will base its recommendations on several information sources, examples are as follows:

1.      Town/HNTB briefing and materials regarding the Warrenton Broadview Avenue Access Management Study (Prepared by:  HNTB; Client:  VDOT and Town of Warrenton; Dated: May 30, 2008);

2.      Route 211 – Route 17 Connector Corridor Technical Planning Study (Prepared by:  Department of Community Development; Dated:  April 29, 2009) and briefing by the Department of Community Development; and

3.      VDOT Meeting Summary (April 13, 2009) & Materials, including a table providing additional information requested and based on the Warrenton Broadview Avenue Access Management Study, Final Report (HNTB; May 30, 2008) “Travel Demand Forecast Assumptions (2030 Volumes with the Connector”.

This resolution initiates and directs the Planning Commission to consider recommendations from the Transportation Committee, review and refine the draft Amendment to the Warrenton Service District Plan, submitted as part of the Route 211 – Route 17 Connector Corridor Technical Planning Study, conduct public hearing(s), and provide recommendations to the Board of Supervisors.  The above referenced materials (Items 1-3) are available for review in the Planning Division (3rd Floor, Warren Green Building).  Copies are available to the Board of Supervisors if requested.
