Description:
The applicant is seeking to change the
Comprehensive Plan land use designation on one (1) parcel
consisting of 9.001 acres from Rural to Commercial. The
Comprehensive Plan amendment is required to rezone the
property from Rural Agriculture (RA) zoning to Commercial
Highway (C-2), pursuant to Section 13-202.4.A(a).1 of the
Zoning Ordinance.
The owner intends to convey
approximately two (2) acres to Steve Hamilton, the owner and
operator of Hamilton Auto Body, which is now operating on an
adjacent C-2 zoned parcel. The applicant currently does not
have any specific plans for the residual seven (7) acres
proposed for the commercial land use designation. The
Comprehensive Plan Amendment requests only a change in
planned land use for this ± 9 acre parcel. The applicant is
not requesting the subject parcel be added to the Bealeton
Service District.
The overall intent is to develop the
property as a commercial site that will correspond to and
complement the existing adjacent commercial development to
the east. The adjacent commercial property currently houses
Hamilton’s Auto Body, Global Supply and another Auto Repair
establishment. Mr. Donald Tharpe anticipates filing a
companion rezoning application to rezone the properties to
Commercial Highway (C-2).
The applicant is proposing access via
an existing entrance through Global Way that connects
directly to Route 28. An unrecorded easement plat is
included as Attachment 3 showing this access. If approved,
the easement would then be recorded. Additional access will
be provided via a proposed Comprehensive Plan access road
that connects to Liberty Road (Route 745). The applicant is
proposing to dedicate fifty-five (55) feet, or half of the
desired one hundred ten (110) foot right-of-way that is
planned for this road, and it eventually links to Colonial
Crossing adjacent to Liberty High School.
