A Work Session to Discuss the Board of Supervisors’ Public Hearing Protocol

Topic Description:

As the number of speakers at County public hearings continues to rise, the number of participants not adhering to the Board’s current public hearing protocols is also increasing.  Chairman Graham would like to conduct this work session to address whether the current protocol should be revised to address the following issues: 

  1. Should the length of time speakers are allowed be decreased or increased?
  2. Should signs, placards be permitted?
  3. If signs, placards are not permitted, should non-applicant speakers be permitted to utilize Powerpoint presentations, exhibits, etc.?
  4. Should the County Administrator read the protocol at the beginning of the public hearing segment of the agenda?
  5. Should the protocol be revised to discourage unsolicited remarks from members of the general audience?


Requested Action of the Board of Supervisors: 

Conduct a work session.
