This
text amendment would delete continuing care facilities as a
special exception use in the Rural Agriculture (RA) and Rural
Residential-2 (RR-2) Zoning Districts.
Deliberations during the Planning
Commission’s and Board of Supervisors’ considerations of the
recent Suffield Meadows application led to significant concerns
about the impacts of such facilities.
Specific associated impacts of concern in the rural areas
focused on traffic generation, intersections, density, septic
needs, emergency access and other issues when located outside of
designated service districts.
If this text amendment is approved,
continuing care facilities could be located in the Residential-1
(R-1) and Village (V) Zoning Districts with special exception and
site plan approvals. The
Planning Commission and Board of Supervisors would have the
ability to evaluate each application on a case-by-case basis.
The Planning Commission voted May 30, 2002
to initiate this amendment. The
Commission held a public hearing June 27, 2002 and voted to
forward this proposal to the Board of Supervisors with a
recommendation of approval.
