In May 2003, the Board
approved a Special Exception permit to construct and operate
a wastewater treatment system at the airport. The system
serves the airport and surrounding property zoned for
industrial purposes and was permitted to begin service in
March 15, 2006 by the Health Department.
The County has received a
request from Riverside Mulch which is located in the Phase
II service area to tie into the system. This has caused us
to review the current special exception permit and consider
options for utilizing the capacity available in the
system. Based on our current experience with the system,
it appears that it may be appropriate to seek modification
of several of the conditions of the Special Exception
permit. These revisions pertain to requirements to:
1)
Transfer ownership and operation to the Fauquier
County Water and Sanitation Authority (WSA).
2)
Limit the capacity of the plant to 4,400 gallons per
day without an approved discharge permit.
The staff would like to
consider other operational arrangements apart from the WSA.
The staff and engineering consultants have determined that a
discharge permit as a means of providing an alternative to
the reserve requirement is not practical. However, it
appears that there are other adjacent suitable soils to
serve as a reserve resource. These and other issues would
be addressed through the process of requesting a
modification to the Special Exception permit.
