Topic Description:
The Fauquier County School Board needs to add a small
permanent building at the Southeastern Alternative School
campus, located on Route 28 just south of the Village of
Calverton and adjacent to the Mt. Pleasant Baptist Church.
The existing alternative school has 100 students, and the
proposed building would add 30 students to this essential
educational program.
It is the School Board’s objective to open the added
classrooms for the upcoming second semester at the end of
January 2010. The engineered building requires three
applications: special exception, minor site plan (assuming a
building area and disturbance less than 10,000 square feet),
and building permit (building plan, review, inspections);
plus, the requisite zoning and occupancy permits. In order
to meet their desired timeline, expeditious processing of
their applications is necessary.
If a special exception application is filed in August, the
earliest date the Planning Commission could conduct a public
hearing and provide recommendation is September 24th.
The legal advertisement deadline for the Planning
Commission’s August 27th public hearing has
already passed (August10th) and the special
exception application has yet to be submitted.
If the Board of Supervisors approves the attached
resolution, then expeditious processing could occur. Due to
the nature of the building and small-scale campus change,
the Department would assist the School Board staff in
providing project briefing to the Planning Commission at its
August 27th meeting and a follow-up briefing at
their September 24th meeting/public hearing date
to answer any final questions or resolve any issues.
Virginia Department of Transportation and Health Department
staff reviewers will be invited to the August briefing.
Department and School Board staffs are currently
coordinating process details, as well as concurrent review
of the minor site and building plans. With the approval of
the attached resolution, the Board of Supervisors public
hearing will be early advertised for October 8, 2009. Minor
site and building plans, which need to be submitted in early
September and be in approvable form, could be
administratively approved in October after Board action on
the special exception. Construction is targeted to commence
in the late October/early November timeframe.
It needs to be noted that the existing septic/drainfield
system onsite may be a constraint for the envisioned
Southeastern Alternative School expansion from 100 to 130
students. Upon our suggestion, School Board staff is in
communication with the County Health Department to ensure
the existing system can handle the small expansion
envisioned. Otherwise, the expedited review process
outlined herein and the classroom opening could be
significantly delayed.
