A Resolution to Consider Filing a Notice of Intent to Partially Mine the Construction and Demolition Wastes in the Old Landfill Permit # 149

Topic Description:

The Virginia Solid Waste Management Regulations require that the old landfill be fully closed by January 1, 2009.  Rather than close this facility, a feasibility study has been completed that indicates there are up to 4 million cubic yards of available airspace representing 15-20 years of additional landfill capacity if this facility is partially mined and expanded. 

To receive public comments concerning this project, ads were run in local newspapers announcing a public comment period from June 30 – July 11, 2008.  During the comment period and public meeting   held on July 2, 2008, no public input was received on this proposed project.

In order to proceed with this project, Fauquier County is required to certify that the proposed old landfill mining location and operation is consistent with all local ordinances and the County Solid Waste Management Plan.  This plan is consistent with local ordinances and the Solid Waste Management plan.

Requested Action of the Board of Supervisors: 

Consider adoption of the attached resolution.

Financial Impacts Analysis:

Mining the old landfill will defer the need to close the facility in FY 2009 with an engineering estimated cost of up to 6 million dollars.   Mining will be a new expense of $300,000 per year offset by a relatively small amount of recycling revenue.  The ultimate benefit of mining will be the recovery of airspace and landfill expansion offering 15-20 years of additional capacity.
