RESOLUTION

A RESOLUTION TO PROVIDE FAUQUIER COUNTY’S COMMENTS ON THE COMMONWEALTH OF VIRGINIA STATEWIDE RAIL PLAN

WHEREAS, The Virginia Department of Rail and Public Transportation (DRPT) is developing a Statewide Rail Plan to provide a clear vision and strategy to provide efficient and effective movement of people and goods through passenger and freight rail transportation; and

WHEREAS, Fauquier County is highly supportive of the resurgence of the railroad and enhanced rail use that will reduce greenhouse gas emissions, reduce road congestion, promote economic development and maximize existing infrastructure; and

WHEREAS, Fauquier County is fortunate to have two rail lines transversing its borders, and the Statewide Rail Plan proposes rail improvements in Fauquier County as part of the Norfolk Southern Crescent Corridor project and the TransDominion Express Intercity Rail project; and

WHEREAS, Fauquier County citizens are proud of the County’s local historic resources and its preserved agricultural and environmental resources, many of which are located along and surrounding existing rail lines; and

WHEREAS, many of the County’s historic resources are listed or eligible to be listed on the National Register of Historic Places and many of the County’s preserved agricultural and environmental resources are placed in protective easements and zoned and planned for agricultural use; and 

WHEREAS, the Fauquier County Comprehensive Plan promotes the preservation of its local historic, environmental, and agricultural resources; and

WHEREAS, the Fauquier County Comprehensive Plan Transportation Element recognizes potential future passenger rail stations within some of its Service Districts now; therefore, be it   

RESOLVED, by the Fauquier County Board of Supervisors this 14th day of August 2008, That the Board supports rail plans and enhancements that are not detrimental to Fauquier County’s environmental, historic, and agricultural resources; and, be it

RESOLVED FURTHER, That the Fauquier County Board of Supervisors welcomes and supports the inclusion in the Statewide Rail Plan of a passenger rail station in Bealeton, and supports exploring additional opportunities for passenger rail stations in other Fauquier County locations; and, be it

RESOLVED FURTHER, That the Fauquier County Board of Supervisors specifically requests that the Virginia Department of Rail and Public Transportation and Norfolk Southern ensure that historic properties in Fauquier County such as the Remington Freight Depot and Chapman’s Mill Run, historic districts such as the Catlett Historic District and the Crooked Run Valley Rural Historic District, and conservation easements such as those along the proposed rail sidings in Delaplane, be preserved and protected; and, be it

RESOLVED FURTHER, That the Fauquier County Board of Supervisors requests that a formal process, to include local public hearings, be instituted to review all aspects of rail projects, including land use and environmental and historic resources, consistent with pages 19 and 20 of the Draft Statewide Rail Plan; and, be it 

RESOLVED FINALLY, That the Fauquier County Board of Supervisors looks forward to working cooperatively with Norfolk Southern, Amtrak, Virginia Rail Express and the Virginia Department of Rail and Public Transportation towards a rail renaissance that will enhance our citizen’s quality of life and stimulate the local economy, while preserving our community’s environmental, agricultural, and historic resources.
