Resolution to Share the Costs of Two School Resource Officer Positions with the School Division at the Expiration of the Three-Year Federal Grant Period

Topic Description:

Presently, there are four School Resource Officers serving six schools; however, with a new school opening in 2004 and Southeastern School also in need of the SRO program, the resources to meet the needs of our children are becoming limited. The SRO Program in Fauquier County Schools is a well-established and successful program that needs to be augmented.  The Sheriff's Office has recently applied for a federal grant for two additional school resource officers for a three year period.  At the end of the three years, grant funding will expire.  

The Sheriff's Office, the School Division and the County Administrator have recently executed a Letter of Assurance to evenly share the costs of continuing the two new positions at the end of the grant period.  This Letter of Assurance was approved by the Public Safety Committee on July 16, 2003, and is subject to ratification by the Board of Supervisors.

Requested Action of the Board of Supervisors: 

Consider adopting the attached Resolution.

Financial Impacts Analysis:

 For the three years of the federal grant period, there will be no additional General Fund costs for these two positions.  Relevant merit increases will be covered by the Sheriff's Office Budget.  At the expiration of the third year of the grant (FY 2007), annual costs will be as follows:  

$46,049 Salary and Benefits x Two Deputies = $92,098, one to be funded by the School Division ($46,049) and one to be funded by the County ($46,049).  These will be continuing annual costs.
