Topic               A Resolution to Award a Contract for the Lease and Operation of a Fixed Based Operator Concession at the Warrenton-Fauquier Airport

The Warrenton-Fauquier Airport Committee has developed a plan to modify the operating agreement for the Airport.  The plan provides for the County to manage public facilities at the airport and to lease space and contract with a Fixed Base Operator (FBO) to provide aviation support services such as: repair and maintenance of aircraft, aircraft charters and sales and flight instruction on a non-exclusive basis.  Portions of the existing buildings are leased for these purposes.

In addition, the agreement states that the contractor shall provide support services throughout the year such as: radio support, aircraft assistance and refueling, and customary support services to airport users.  The Airport Committee and County will be responsible for the overall management of the public facilities at the airport and will monitor FBO operations.  The agreement has been negotiated with Tracey Corporation under the provisions of an existing lease and operating agreement.  It provides a five-year term and a five-year renewal subject to good faith negotiation of the terms and conditions for renewal. The recommended agreement is attached.

The Airport Committee has developed and reviewed the lease and recommends favorable action.

Financial Impacts Analysis

The revised agreement requires additional operating expenses from the County for items such as the maintenance of the County owned t-hangars and maintenance of airport grounds and facilities.  These expenses will be offset from the income generated by the lease of facilities.  It is anticipated that the revised relationship will provide additional funds to the County to match improvement grants and continue airport improvements.  Expenses and Income are provided through a separate fund under the existing financial policies of the County.
