Topic               A Resolution to Award Contract for Airport Improvements

For a number of years, the County has worked in partnership with the Federal and State governments to improve the Warrenton-Fauquier Airport.  During this process, master plans were developed, environmental reviews completed, and property acquired in order to improve the airport in accordance with the standards of the Federal Aviation Administration.  The improvements will reconstruct and extend the existing runway 14-32, parallel taxiway, provide for new lighting and navigation aids, provide for the installation of a perimeter fence and improve apron and tie down areas.

The contract is divided into two phases in order to correspond with the commitment of Federal and State funds.  It is expected that the first phase will be completed within 6 months of commencing work.  The second phase will commence no later than July 1, 2003, once Federal and State funds are committed.  The work is scheduled in a manner to allow the airport to be open, on a restricted basis, during the improvement period.  At times during the runway reconstruction work, the length of the runway will be shortened and activities limited to daylight hours.  A quality assurance and quality control procedure is provided in the specifications.

Financial Impacts Analysis

The project is funded by 90% Federal, 8% State and 2% local funds.  The Airport Fund has sufficient funds to provide the local match.  The State portion of the project will be committed at the August 2002 meeting of the Department of Aviation.  The budget for Phase One is $3,900,000, which includes funding for construction management.  Ten bids were received and the apparent low bid is within the budget for Phase One.
