Topic Description:
The purpose
of this request is to obtain rezoning approval for 9.6 acres
from RA (Rural Agricultural) to I-2 (Industrial-General) in
order to allow for the continued use of existing commercial
wash bays, the filling of propane tanks, as well as the
rental of ten (10) buildings to accommodate other various
businesses. The property is located on the southeast side
of Ritchie Road (Route 644). The entire property is within
the 100-year floodplain. Two structures have a Letter of
Map Amendment (LOMA) from FEMA that removes them from the
floodplain.
Project
Update:
At the July
19, 2004 Board of Supervisors meeting, the proposed Special
Exception was postponed for 60 days. The action provided
the applicant time to decide whether or not to complete a
floodplain study for the subject site. The Board indicated
that action on the application would be postponed for up to
one year to allow the applicant time to complete the
floodplain study and FEMA application process. If the
applicant decides not to conduct the floodplain study, then
the Board would need to consider the rezoning with a
resolution of denial.
On August
23, 2004, the applicant provided verbal confirmation to
staff indicating that he will conduct a floodplain study
through DRH Design Group. The floodplain study will provide
detailed flood elevations, along with the necessary data for
FEMA’s LOMR application process. The results of the study
could potentially remove a portion of the parcel from the
floodplain. Staff is waiting for the applicant’s project
schedule and written confirmation of the verbal discussion
referenced herein.
