In February 2009, the Board
of Supervisors received information on the requirements for
providing facility and program access under the Americans
with Disabilities Act (ADA) of 1990, specifically Title II
requirements for State and Local Governments (28 C. F. R. §
35). At this time, it was the decision of the Board of
Supervisors to appropriate a partial funding to initiate
this work. Since that time, staff has moved forward with the
design of modifications as identified in the initial survey.
Upon design completion, the project went to bid and four
responsible bids were received. Staff recommends award of
the ADA Modifications contract to Crenshaw Construction Co.,
Inc. of Culpeper, Virginia, in the form of one of the two
options shown below:
Option 1: Award the ADA
Modifications contract to the low bidder, Crenshaw
Construction Co., Inc. of Culpeper, Virginia, in the amount
of $224,175.00 to complete now all the non-CIP portions of
the accessibility improvement plan submitted to the Virginia
Office for Protection and Advocacy. If this contract is
awarded, it will require an additional appropriation of
$116,660.
Option 2: Award the ADA
Modifications contract with the low bidder, Crenshaw
Construction Co., Inc. of Culpeper, Virginia, in the amount
of $133,250.00 allowing for completion of Priorities 1, 2,
and 3, providing ADA compliance at Warrenton Community
Center, Marshall Community Center, Magistrates’ Office and
the Virginia State Health Department.
ADA compliance would be met
at Agricultural Development Department and Virginia
Cooperative Extension (24 Pelham Street), Warrenton-Fauquier
Airport (5075 Airport Road), Adult Court Services (70
Culpeper Street), or Fleet Maintenance (92 Manor Court) in a
second phase when additional funding is appropriated.

Award the ADA Modifications
contract to the low bidder, Crenshaw Construction Co., Inc.
of Culpeper, Virginia, in the amount of $224,175.00 to
complete all projects in one phase to immediately comply
with the plan presented to the Virginia Office for
Protection and Advocacy. The bids received represent
savings of approximately $150,000 over the Engineer’s
previous estimates and it is believed that this is an
excellent time to take advantage of good pricing. If this
contract is awarded, it will require an additional
appropriation of $116,660.
