A Resolution to Authorize the Re-Establishment of a Part-Time Permanent Zoning Inspector Position Within the Department of Community Development

Topic Description:

As part of the County’s revenue reduction process the part-time Zoning Inspector’s position was eliminated.  Since that time it has become apparent that the Zoning Administrator and her Deputy have been unable to absorb the inspector’s functions and continue to accomplish their current functions.  As a consequence, the zoning inspection process has lagged resulting in a number of potential issues not being timely addressed.  In addition, the Deputy Zoning Administrator, because of this accretion of duties, has been unable to continue with the County’s Clean-up Committee whose job has been to identify and help clean up illegal landfills in the County.  The County Administrator is requesting that the Personnel Committee recommend to the Board of Supervisors the re-establishment of the part-time permanent Zoning Inspector’s position as a 20 hour per week position.  Using the midpoint rate of $22.38 per hour, a 0.53 FTE (20 hours per week) Zoning Inspector’s salary and benefits would total $29,526 for the year.  This includes $23,499 for salary and $6,027 for benefits.  The prorated salary for nine months of FY 2010 would be $23,499.  Funding would primarily be achieved by use of unexpended salary funds resulting from the downgrading of the Administrative Assistant position to a part-time entry level Administrative Assistant position in the Economic Development Department, netting a $28,943 in FY 2010 savings.

Requested Action of the Board of Supervisors:

Consider adoption of the attached resolution.

Fiscal Impact Analysis:

The total FY 2010 prorated cost for this position is $23,499.  Funding would be achieved by use of unexpended salary funds resulting in the downgrading of the full-time Administrative Assistant position in the Economic Development Department to a part-time, entry-level Administrative Assistant position.
