A Resolution to Endorse Correspondence to the Department of Environmental Quality: Fauquier Landfill Permit No. 149

Topic Description:

For a number of month,s staff has been working with Department of Environmental Quality (DEQ) staff regarding the continued use of the old County landfill for construction and demolition debris.  DEQ had previously raised a question about the County’s plans to use an eight-acre section of the old landfill for this purpose.  

In order to reach consensus with the DEQ staff, Fauquier County has agreed to begin closure activities at the old landfill by June 2008.  The landfill had previously been scheduled to close in 2008; however, an updated DEQ risk assessment allows the County to continue operations until 2012.  

Under the agreement reached with DEQ, Fauquier County plans to continue to use the old landfill for construction and demolition debris until 2008.  Revenue from this operation allows the County to generate funds for the capital needs of the landfill, to achieve financial reserve requirements and to offset certain costs at the Municipal Solid Waste landfill that allow the County to provide a lower rate for the convenience sites and to the Towns located within the County.  The letter to DEQ is attached.

Requested Action of the Board of Supervisors: 

Consider adoption of attached resolution.

Financial Impacts Analysis:

The operation of the construction and demolition debris landfill has been of significant financial benefit to the County.  Estimated net revenue (based on current rates) from this operation is expected to exceed $2,000,000 per year.  Revenue also offsets MSW landfill costs thereby providing savings to taxpayers.
