The Warrenton-Fauquier Airport Committee
and County staff have been working to provide wastewater treatment
services to the Airport and adjacent properties zoned industrial
within the Midland Service District.
On
May 19, 2003
, a Special Exception
Permit was approved for the operation of a small treatment
facility utilizing a drip disposal system.
The services are to be provided in two phases of
approximately 4,400 gallons per day of treatment capacity.
The following actions are
needed in order to move to the construction phase of the project
that will provide 4,400 gallons per day of capacity:
- Approval of an operating agreement with
the Fauquier County Water and Sanitation Authority
- Approval of the standard Airport Sewer
Planning Area Availability Fee Agreement
- Award of the construction contract
Operating
Agreement with
Fauquier
County
Water and Sanitation Authority:
The agreement is attached
and was approved by WSA on
August 26, 2003
.
The agreement anticipates transfer of the system to WSA
once a discharge permit is obtained to serve as a back-up option
to the proposed site based disposal system.
Airport
Sewer Planning Area Availability Fee Agreement:
The agreement is modeled
after the approach used in New Baltimore.
Fauquier
County
will provide the initial outlay funds from an appropriation in the
utility fund of $440,000. The
cost of service has been established in Phase One at $50.00 per
gallon per day. All
the existing businesses have indicated intent to participate.

Property Owners wishing
to develop vacant industrially zoned property have recently been
asked to reserve capacity at the rate of $25.00 per gallon per day
with the balance to be paid with the execution of work to make
available Phase Two capacity.
Responses to this request are expected in mid-September.
The standard agreement is attached.
Award of
Construction Contract:
Bids are scheduled to be
opened on
September
12, 2003
, for the installation of the Phase One
collection system and for the treatment system covering the total
available treatment capacity.
The results of the bidding process will be reported at the
Board of Supervisors meeting.
