A Resolution to Approve Funds to Implement a Hydrogeological Study for the Opal Service District and to Provide Water AService to the Community of Frytown

Topic Description:

At a work session held August 18, 2003, the Board of Supervisors reviewed an Implementation Plan prepared by the Fauquier County W ater and Sanitation Authority (WSA) to provide a public water system to the Opal Service District. The first phase of the Implementation Plan is to conduct a hydrogeological study to determine if sufficient groundwater is available.  The estimated cost of the study is $200,000.

The Board of Supervisors also discussed the need to finalize the water project for those residents of the community of Frytown who have contaminated wells. The estimated cost to provide public water to the remaining six residential homes by connecting to a water line being provided by proffer is $39,000.  Funds to complete these projects will be taken from the Fauquier County Utility Fund.

Requested Action of the Board of Supervisors:

Consider adoption of the attached resolution.

Financial Impacts Analysis:

Funds to complete the hydrogeological study, not to exceed $200,000, would come from the Fauquier County Utility Fund to be repaid from user fees once the complete water system is installed, and funds in the amount of $39,000 would come from the Utility Fund to finalize the connection of the Frytown residential homes.  The exiting Frytown appropriation will be supplemented by $2,500 from Utility Funds in order to reserve sufficient funding for this component of the project.
