Resolution Authorizing Implementation of a County Administration/County
Attorney Salary Market Study Chairman Graham requested that the County Administator obtain market
information for the positions of Deputy and Assistant County Administrator
and Deputy and Assistant County Attorney from comparable Counties.
A similar process was used several years ago to set compensation
levels for the County Administrator and County Attorney (unclassified
positions). The County Administrator worked with Robinson, Farmer, Cox and Associates
(RFC) to obtain information pertaining to market rate indices for the
above noted positions. Comparables
used for this project were the Counties of Albemarle, Frederick, Stafford,
York and James City. The
findings suggest that the current compensation scales for the Deputy and
Assistant positions in Fauquier County are below market comparables.
The results of the RFC analysis are Attachment
#1. The County Administrator also directed the Management Analyst to research
the procedures recently used to make market adjustments within the
Information Resources Department. The
results of that research were previously disseminated to the Board of
Supervisors, the Personnel Committee and the Finance Committee, as further
set forth herein. The Personnel Committee reviewed the above cited materials, including the
Management Analyst’s research results, in meeting assembled 15 July
2002, and directed that the matter be referred to the full Board of
Supervisors without specific recommendation. The Board of Supervisors, in a meeting assembled 19 August 2002,
considered the RFC findings as well as the Management Analyst’s research
and referred same to the Finance Committee for consideration. In meeting assembled 21 August 2002, the Finance Committee reviewed the
RFC findings and the Management Anaylst’s research and referred same
back to the Board of Supervisors without recommedation. Based on the Board’s consideration of this matter in work session and
regular session held on 19 August 2002, the Board is requested to consider
adoption of a resolution implementing market adjustments for the positions
of Deputy and County Administrator and Deputy and Assistant County
Attorneys based on the Robinson, Farmer, Cox and Associates findings. Requested
Action of the Board of Supervisors Consider
adoption of the attached
resolution and specify effective dates. Financial
Impacts Analysis The annualized compensation increases based on the RFC findings would be
$26,638.44. Funding is
proposed to be taken from the 2% compensation set-aside adopted as part of
