County Administrator to Schedule a Public Hearing to
Consider an Ordinance to Establish a Countywide Recycling
Fee |

Topic Description: |
|
During the FY 2010 budget
process, the Board of Supervisors included $366,000
additional revenue in the adopted budget in anticipation of
a recycling fee. This new fee is intended to recoup the
recycling expenses associated with the operation of the
County’s solid waste convenience sites by applying a
surcharge on residents and businesses.
Staff provided an update to
the Board on potential scenarios for implementing the
recycling fee during a September 10, 2009, work session.
During the work session, Board members directed staff to
prepare a draft ordinance establishing a fee structure that
would allow the imposition of a three-tiered fee applying to
improved properties with assessments equal to or exceeding
$10,000. The fee would be set for single-family
residential, multi-family and commercial and industrial
properties. The attached resolution would authorize the
County Administrator to schedule a November 12, 2009, public
hearing on the proposed recycling fee.

The recycling fee would be
implemented in coordination with Tax Year 2010 and would be
included as a separate fee on residents’ Spring 2010 tax
bills. Rates of $19 for single-family properties, $33 for
commercial and industrial properties, and $47 for
multi-family properties would be estimated to generate
$452,000 in FY 2010, which would be sufficient to offset
recycling program expenses in the current fiscal year.
