A Resolution Concerning Construction Within the Virginia Department of Transportation (VDOT) Right-of-Way for the Northern Sports Field Complex

Topic Description:

The construction of the Northern Sports Field Complex includes work within the Virginia Department of Transportation (VDOT) right-of-way.  The estimate for the cost of the construction, including contingencies, is $221,606.81.  VDOT imposes a bonding requirement upon construction within the right-of-way.  In lieu of a cash bond or other form of surety, the County may adopt a resolution pledging its financial responsibility in the event that the work within the right-of-way is not completed in accordance with VDOT requirements.

Requested Action of the Board of Supervisors: 

Consider adoption of the attached resolution.

Financial Impacts Analysis:

The guarantee requested by VDOT is a part of the Northern Sports Field Complex.  The proposed resolution will result in a savings of bond or surety premium.  In the event that the work is not done according to VDOT requirements, the County would be liable to complete the work and could be required to pay VDOT the amount set forth in the proposed pledge of financial responsibility.
