A Resolution to Authorize
the Fauquier County Administrator to Execute a Capital
Expansion Payment Agreement and An Amended and Restated
Regional Jail Agreement with the
Clarke-Fauquier-Frederick-Winchester Adult Detention Center

Topic Description:
Due to overcrowding and
safety concerns, the Regional Jail (with the City of
Winchester acting as its fiscal agent) has entered into a
contract with Howard Shockey and Sons, Inc. to expand the
facility. On June 21, 2004, this contract was approved by
resolution of the Fauquier County Board of Supervisors. In
order to effectuate the jail expansion, it is necessary for
the participating jurisdictions to amend the original
Regional Jail Agreement to provide for capital debt service
and to execute a
Capital Expansion
Payment Agreement. One-half (50%) of the costs of
construction are anticipated to be paid by the State.

attached resolution. |

Financial Impacts Analysis: |
|
The estimated annual cost to Fauquier County,
if this project is completed, would be approximately
$150,000 for 20 years beginning in FY 2006. This amount does
not reflect the State’s commitment to reimburse 50% of the
costs. If this occurs, Fauquier County’s cost would be
$75,000.
