The
Department of Community Development is in the process of
restructuring and adjusting operations due to:
- the
relocation of the Planning Division to the Warren Green
Building and the required establishment of effective and
seamless staffing coordination with the Technical and Zoning,
Permitting & Inspections Divisions for the requisite and
expected improved public service;
- the
continued need to meet the established regulation and
ordinance action deadlines for increased building plan and
land development applications, as well as daily permit and
inspection volumes;
- the
need to achieve established Balanced Scorecard tasks and
measures, as well as Board of Supervisors and Planning
Commission directed and established projects; and the
- Board
of Supervisors stated objective of establishing a more
property owner/applicant responsive,
predictable application review/approval process, with easy
access to referral comments,
as well as fewer resubmissions.
In
order to meet these needs, the department’s part-time temporary
Engineer positions meets with applicants on the more complex
construction plans/site plans, reviews all variety of plan
applications, conducts problem solving site inspections for
reported drainage and addresses other associated construction
issues. The Department
has found that to improve Technical Division service,
communications, plan review and response capabilities, the
existing part-time temporary Engineer position needs to become a
full-time permanent position.
The
part-time temporary Office Associate II position greets all
incoming visitors/citizens, helps the public and developers with
counter questions, answers incoming telephone calls, takes
messages and assures responses, and assists with Planning
Commission agendas and other associated assignments.
The position assists developers and citizens with
understanding application requirements and answers questions
through use of the Department’s web page and the information
provided regarding applications, forms, the comprehensive plan and
other associated topics. The
position has become essential and has removed demands placed on
the professional staff. It
is requested that this position become full-time permanent as
well.
The
Department is relocating the Planning Division to the Warren Green
Building. This
division currently includes 6 planners, an Office Associate III
and a part-time employee. An
Office Manager position is needed to ensure adequate clerical
supervision, record keeping, and service to the incoming public,
as well as land development application processing/coordination
and file management. Accordingly,
a request is made to the Board of Supervisors for the addition of
a full-time permanent Office Manager position.
