Topic: 

A Resolution Directing the County Administrator to Schedule a Public Hearing to Consider Elimination of the County Decal, Change the Decal Fee to a Vehicle Registration Fee and Establish an Alternative Personal Property Filing Process as Permitted by State Law

 

Topic Description:

Recommend eliminating the decal and replacing with an annual $20.00 vehicle registration fee.  The change would be effective in Calendar Year 2007.  The Treasurer would bill the registration fee on the personal property tax bill due October 5, 2007.

Eliminating the decal requirement from the annual Spring mailing provides an opportunity to establish an alternative method of filing returns for motor vehicles and trailers as permitted by state law whereby taxpayer would only be required to file a return if there was a change in situs or status of motor vehicles and trailers on their account.

 

Requested Action of the Board of Supervisors: 

Consider adoption of the attached resolution.

It is anticipated that under the new structure, collections will improve both by the manner in which the fee is charged and the ability to collect through expanded use of the DMV Hold program.  These methods could yield as much as $100,000 in additional tax collections in FY 08.
