A Work Session to Discuss the Elimination of the County Decal and Change of the Decal Fee to a Vehicle Registration Fee

Topic Description:

County law requires a decal for every motor vehicle regularly garaged, parked or stored in the County.  The purpose of this work session is to discuss the benefits and immediate savings of eliminating the decal and replacing it with an annual $20 vehicle registration fee.

The change would be effective in Calendar Year 2007.  Billing for the registration fee on the personal property tax bill is due October 5, 2007.  The Board is being asked to consider a recommendation to institute a flat fee of $20 for each vehicle versus the current decal fee of $25 for cars/trucks and $15 for motorcycles, and to consider funding the $1.4 million for the first year out of the un-encumbered fund balance for FY07.

Requested Action of the Board of Supervisors:

Conduct a work session.

Financial Impacts Analysis:

Annual vehicle decal revenue:  $1.4 million for FY06.
