The Airport Committee has been
working to obtain Fixed Base Operator (FBO) services since
the current agreement expires on December 31, 2004. On
August 4, 2004, the Committee issued a request for
proposals. On September 20, 2004, two proposals were
received and were evaluated by an Airport subcommittee. On
October 25, 2004, The full Airport Committee concurred with
the subcommittee report and recommends that the FBO lease
and contract be awarded to Essar Aviation.
The contract provides for an initial
five (5) year term, subject to renewal for an additional
five (5) years upon the consent of both parties. In the
contract, Essar has agreed, at its expense, to install Jet A
fueling facilities, to install a self-service full pump, to
pay the County $1,000 a month for leased facilities, and to
pay a fuel flowage fee related to the amount of fuel
pumped. The County will work with Essar toward the
construction of a fourth T-Hangar and a new maintenance
building under general terms that have most recently been
utilized. These terms require Essar to provide the local
matching share for State funds available for these purposes.

A public hearing will be held in
December 2004 to complete the process of leasing property to
the FBO.

The new lease provides
increased payments to the County. The net impact is an
increase of $30,000 annually for operations. In addition,
future capital requirements are to be funded by Essar rather
than the County providing a savings in excess of $100,000.
