Project Update:
Pursuant to Board of Supervisors direction, the applicant
has secured the firm of DRH Design Group, Inc. (engineering,
planning and surveying consulting) to conduct a floodplain
study. On October 14, 2004, the firm sent written
notification to County staff to confirm that it is
performing the technical work for the applicant’s FEMA
analysis. The letter also indicates that upon completion of
the work, a formal submission will be made to the County.
Staff will provide an updated staff report to the Board upon
receipt and evaluation of the aforementioned study.
Topic Description:
The purpose
of this request is to obtain rezoning approval for 9.6 acres
from RA (Rural Agricultural) to I-2 (Industrial-General).
The purpose is to allow the continued use of existing
commercial wash bays, the filling of propane tanks, as well
as the rental of ten (10) buildings to accommodate other
various businesses. The property is located on the
southeast side of Ritchie Road (Route 644). The entire
property is within the 100-year floodplain. Two structures
have a Letter of Map Amendment (LOMA) from FEMA that removes
them from the floodplain.
Project
Update:
No action
on the referenced rezoning application will occur until this
floodplain study has been completed and filed with the
County and FEMA. The Board of Supervisors provided the
applicant two meeting deadline extensions to provide written
commitment and a firm to complete the referenced study.
Both actions have been met through the applicant’s attached
letter.

Requested Action of the Board of Supervisors:
No action requested. This report is an information update,
and it demonstrates applicant compliance to complete the
requested floodplain study.

The
property is located in Bealeton at 5333 Ritchie Road (Route
644). The property is zoned Rural Agricultural (RA). A map

Staff
Analysis:
Staff and the appropriate referral agencies have reviewed
this request for conformance with the Comprehensive Plan,
the Zoning Ordinance, and other relevant policies and
regulations. Staff and referral agency findings, comments,
and recommendations are as well as the staff reports
prepared for the June Planning Commission meeting and July
Board of Supervisors meeting are available upon request.
There was no Staff report at the September Board meeting.
