A Resolution to Adopt the 2006-2007 Through 2011-2012 Secondary Road Six-Year Plan and the 2006-2007 Fiscal Year Budget

Topic Description:

Pursuant to Section 33.1-70.01 of the Code of Virginia, 1950, as amended, a joint public hearing will be held with the Board of Supervisors and Resident Engineer for the Virginia Department of Transportation (VDOT).  The purpose of the hearing is to receive public comment on the proposed Secondary System Construction Program for Fiscal Years 2006-2007 through Fiscal Years 2011-2012.  Copies of the proposed program and budget may be reviewed at the Warrenton Residency Office of the Virginia Department of Transportation, located at 457 East Shirley Avenue, Warrenton, Virginia.  A summary of the projects is located at Attachment 1.

Requested Action of the Board of Supervisors:

Conduct a joint public hearing with the Virginia Department of Transportation and consider adoption of the attached resolution

Transportation Committee Recommendation:

On October 26, 2005, the Transportation Committee unanimously recommended approval of the Secondary Road Six Year Plan and Budget, as presented in the attached resolution.  Item number 11 (Whiting Road - Route 622) was proposed for deletion, if the improvement could be associated with a future industrial development.  Subsequent to the October 26th meeting, VDOT confirmed that Item 11 should remain in place as it is in conjunction with a proffered improvement to an existing railroad crossing.  With this item in the Six-Year Plan, VDOT can work with the railroad owner to facilitate a portion of the improvements at the railroad owner’s expense.

In addition, Item 21 (Washwright Road - Route 734) was included in the Plan based on citizen requests.  The proposed resolution now includes both Whiting Road and Washwright Road.

Financial Impact Analysis:

VDOT has submitted estimated program allocations and a budget for the Secondary System Construction Program for these proposed improvements, which are located in Attachment 2.  For the Board’s information, Attachment 3 is the list of completed Six-Year Projects.
