The County is the owner of a
parcel of land ("Land") and improvements thereon commonly
known as the Ensor’s Shop Telecommunications Tower
("Telecommunications Tower") and Equipment Building located
at 3551 Ensor’s Shop Road in Fauquier County, Virginia, and
more particularly described as tax map parcel 7827-36-9317
(the Land, improvements and Telecommunications Tower are
sometimes hereinafter collectively referred to as the
"Premises"). The County is also the Lessee of a parcel of
land ("Land") and owner of the improvements thereon commonly
known as the Blue Mountain Telecommunications Tower
("Telecommunications Tower") and Equipment Building located
within the G.R. Thompson Wildlife Management Area in
Fauquier County, Virginia, and more particularly described
in the lease between the County and the Commonwealth of
Virginia, Department of Game and Inland Fisheries recorded
at Deed Book 1085, Page 1809, which lease is incorporated
herein as if fully set forth (the Land, improvements and
Telecommunications Tower are sometimes hereinafter
collectively referred to as the "Premises").
Blaze Broadband, LLC, has
requested that the County lease a portion of the aforesaid
telecommunications towers and equipment buildings necessary
to install and operate and provide broadband and ancillary
services to the citizens of the County.
The proposed leases are on a
five-year term with three (3) five-year renewal periods.
The lease rents are started a $100 per month for the first
year, $500 for the second year, $750 for the third year,
$1,000 for the fourth year and $1,200 for the fifth year.
For every year thereafter during any renewal period the
lease increases 4% per year. Lease figures are based upon
review of other jurisdictions leasing space to private
broadband providers on public towers.

The total fiscal impact of
the two leases are as follows:

$2,400 to the County;

Year 2:
$12,000 to the County;

Year 3:
$18,000 to the County;
·
Year 4:
$24,000 to the County;
·
Year 5:
$28,800 to the County:
·
Year 6 and
beyond: an additional 4%
