A Work Session to Review an Agreement for Broadband Network Services in Fauquier County

Topic Description:

On August 14, 2008, the Fauquier County Procurement Division issued a Request for Proposal (RFP) for the services of a qualified Contractor to provide the resources and expertise to create and maintain a countywide Broadband Network.  A non-mandatory pre-proposal conference was held August 26, 2008, and three subsequent clarification addenda issued September 3, 15 and 23, 2008.  Four proposals were received in response to the RFP by the September 30, 2008 deadline. One proposal was declared non-responsive and three were then evaluated.

A selection committee made up of three County representatives reviewed and evaluated the Offerors’ proposals and all clarification question responses. Pending review of the county financing required through a revenue bond but guaranteed by the selected vendor, and review of any/all final contractual documents by the County Attorney, the committee recommends contract award to Virginia Broadband, LLC, (VABB) of Culpeper, VA.


Requested Action of the Board of Supervisors: 

Conduct the work session and consider adoption of the attached resolution.

Financial Impacts Analysis:

Total, turn-key cost for intallation and implementation of Phase I is estimated at $ 1,252,392.09, Phase II, $ 1,100,937.28. The County will utilize a revenue bond through Virginia Resource Authority (VRA) which will be repaid by VABB over a five year period. VABB will provide a guarantee, through their entire business, of this payment through a promissory note for the amount of the capitalization, due at the end of the contractual period.
