Description:
The proposed
Bealeton, Opal, and Remington Service District Amendments to the
Comprehensive Plan Update Chapter Six – Service Districts;
Chapter Nine – Utility; and Chapter Ten – Transportation

Update:
On
October 21, 2002
, the Board of Supervisors held a Public Hearing on these proposed
Amendments to the Fauquier County Comprehensive Plan.
While holding the public hearing open until
November 18, 2002
, the Board directed staff to continue work with Supervisor McCamy
to refine the Plan in the light of the public comments and other
community input.
Substantive refinements took place in three areas of the text.
The first concerns phasing of newly rezoned
residential development and is contained in Section C,
Phasing of Residential Development (refer to page 9).
The second refinement adds certain tracts of land
within the Opal Service District, to restore the original Citizen
Committee Plan proposals. This
second refinement also adds an industrially zoned tract and
various residentially developed properties on Fayetteville Road as
well as a portion of one tract on the west side of Route 15/29
(refer to page 23). A
third refinement includes a 20 acre
‘arc’ of land north of Liberty High School for office
–institutional uses (refer to page 15).
The revised text also contains changes with no policy implications
that are designed to correct typographical errors, or to correct
misapprehensions occasioned by the original text.
The key change is the inclusion of a new Section 9, UTILITY
ELEMENT (refer to pages 40-42), which summarizes utility
studies contained elsewhere in the Comprehensive Plan, and thus
provides an overview of the public water and sewer situation in
Southern Fauquier County. The
Utility Element should allay concerns about growth outstripping
sewer and water utilities.

Requested
Action of the Board of Supervisors:
|
|
Conclude
the public hearing and consider adoption of the Bealeton – Opal
– Remington Plan amendments with the revisions as presented in
the attached documents and as presented in the attached
resolution.

Financial Impact Analysis:
No
financial analysis has been performed, however the Proposed Plan
Amendments significantly reduce the number of potential dwellings
in the Service District.

Departments, Organizations or Individuals affected by this request:
These
Service District Plans will affect nearly all County Departments
and Agencies. Additionally
these plans should significantly alter future planning by the
Virginia Department of Transportation.

A
RESOLUTION ADOPTING THE BEALETON – OPAL – REMINGTON
SERVICE
DISTRICT AMENDMENTS
TO
THE COMPREHENSIVE PLAN
WHEREAS,
Fauquier
County
has periodically reviewed and
updated the County Comprehensive Plan; and
WHEREAS, in April 2002, the County Board of Supervisors established
a Citizen Committee to update the 1994 Bealeton – Opal – Remington
elements of the Comprehensive Plan; and
WHEREAS, the Citizen Committee worked for two years to review,
refine and share new insights and proposals for these three Service
Districts in a variety of town hall meetings, and completed revised Plans
in May 7, 2002; and
WHEREAS, the Fauquier County Planning Commission reviewed the Plans
throughout the summer, and held public hearings in July, August and
September of 2002; and
WHEREAS, on September 26, 2002, the Planning Commission moved to
transmit revised Plans to the Fauquier County Board of Supervisors with a
favorable recommendation to adopt; and
WHEREAS, on
October 21, 2002
, the Board of Supervisors held a
public hearing; and
WHEREAS, the Board of Supervisors further refined the texts; now,
therefore, be it
RESOLVED by the Fauquier County Board of Supervisors this 18th
day of November 2002, That the Board adopt the Amended Bealeton – Opal
– Remington Service District Plans as revised and dated November 14,
2002; and, be it
RESOLVED FURTHER, That the Board of Supervisors thanks and commends
the Bealeton – Opal – Remington Citizens’ Committee, the Planning
Commission and all those who contributed to the creation of these plan
elements for the time, effort and care expended in this process.
