A recent
text amendment added kennels to the R-1 Zoning District,
subject to certain conditions, which included a requirement
that dog confinement areas and dog runs be enclosed. Staff
was asked to draft language to make clear that the standards
for enclosed kennels in R-1/Residential Zoning Districts are
the same as standards for enclosed kennels elsewhere in the
County. This refinement is accomplished by adding the
following language to §5-1301: “In the R-1/Residential
zoning district, all dog confinement areas and dog runs
shall be located within enclosed structures,
adequately soundproofed and constructed so that there will
be no emission of odor or noise detrimental to other
properties in the area, and no such structure shall
be located closer than 200 feet to any lot line.”
On the
September 28, 2004, the Planning Commission voted to place
this matter on the public hearing agenda. On November 18,
2004, the Planning Commission held a public hearing on the
text amendment. Based upon public comments, the Planning
Commission made two changes regarding structure maintenance
and waste collection, and forwarded the text amendment to
the Board of Supervisors with a recommendation for adoption
as revised.
