A Resolution to Authorize Temporary Advance Funding to Support the Homeless Prevention Rapid Re-Housing Program Administered by Community Touch, Inc.


Topic Description:

Community Touch has been awarded a grant of $363,631 from the Virginia Department of Housing and Community Development (DHCD) for the Homeless Prevention Rapid Re-Housing Program (HPRP).  This is a two year grant which began October 2009 and will end September 30, 2011. The funds are to be distributed to individuals for the following purposes: short-medium term rental assistance, security deposits, moving cost assistance, motel and hotel vouchers, utility deposits and payments, credit card repair and case management. Community Touch will support the Rappahannock-Rapidan region of Fauquier, Culpeper, Rappahannock, Madison and Orange counties. Thus far, Community Touch has expended $20,000 in approximately thirty days and Fauquier County has been the largest recipient of the HPRP funds.

The HPRP reimbursement procedure is as follows:

All funds expended during the quarter will be requested by Community Touch to be reimbursed from DHCD.  During this period the organization will not have available funds to meet the needs of its clients. Community Touch is requesting from The Fauquier Affordable Housing Committee an advance of $20,000 every quarter (if needed) to continue services during the reimbursement period for the HPRP Funds. Once the reimbursement is received from DHCD, Community Touch will reimburse the Affordable Housing Committee.  

Below are reimbursement submission dates from DHCD and the recommended process for the Affordable Housing Committee.

1.      Reimbursements are submitted to DHCD on a quarterly basis on the following dates: January 5th, April 5th, July 5th and October 5th.

2.      DHCD has informed Community Touch that they will receive reimbursement within thirty days if not sooner.

3.      Once funds are received Community Touch will reimburse the Affordable Housing Committee.

4.      Funds will only be requested from the Affordable Housing Committee if needed.


Requested Action of the Board of Supervisors:

Consider adoption of the attached resolution.


Financial Impacts Analysis:

This authorization will not require any additional expenditure but will periodically advance funding that will be reimbursed to the County.
