RESOLUTION A RESOLUTION TO AUTHORIZE THE COUNTY ADMINISTRATOR TO EXECUTE AN AGREEMENT WITH THE FAUQUIER COUNTY WATER AND SANITATION AUTHORITY TO FUND THE ENGINEERING OF THE NECESSARY IMPROVEMENTS TO THE VINT HILL SEWAGE TREATMENT PLANT WHEREAS, currently the Vint Hill Sewage Treatment Plant, which services the New Baltimore Service District and Vint Hill, has a permitted capacity of 0.60 mgd; and WHEREAS, the current permit includes authorization to expand the plant to 0.95 mgd; and WHEREAS, the current Comprehensive Plan for the New Baltimore Service District assumes that the plant will be expanded to 0.95 mgd; and WHEREAS, under the new regulations from the Department of Environmental Quality, an expansion of a plant must receive a Certificate to Operate by December 31, 2010; and WHEREAS, the Fauquier County Water and Sanitation Authority (WSA) has stated that it must begin engineering for any expansion in order to comply with the regulatory deadlines; and WHEREAS, the cost of the necessary engineering study is $500,000; and WHEREAS, at the present time the WSA has received funds from the Vint Hill Economic Development Authority in the amount of $214,000; and WHEREAS, the WSA has requested that Fauquier County advance the $286,000 in additional funds necessary to complete the engineering of the plant expansion subject to repayment in accordance with the terms of the agreement attached to the agenda request associated with this resolution; now, therefore, be it RESOLVED by the Fauquier County Board of Supervisors this 13th day of December 2007, That the County Administrator be, and is hereby, authorized to execute the above-referenced agreement with the Fauquier County Water and Sanitation Authority to fund the engineering of the necessary improvements to the Vint Hill Sewage Treatment Plant in the amount of $286,000; and, be it RESOLVED FURTHER, That the $286,000 loan shall be taken from the County’s Utility Fund and charged to account 4-310-044410-3140.
