A Resolution to Request the Planning Commission to Amend the Comprehensive Plan to Designate a Rural Health Remediation District Located on the East Side of Route 17 Near its Intersection with Ritchie Road to Include the Referenced PINs

Topic Description:

The proposed Comprehensive Plan Amendment would permit the creation of a Rural Health Remediation District to be served by a Community Wastewater System.  There is a proposed companion Zoning Ordinance Text Amendment to allow such Community Systems by Special Exception in areas designated in the Comprehensive Plan as Rural Health Remediation Districts.  As the text amendment is drafted, the proposed Rural Health Remediation District is one that includes at least one commercial or industrial user that has been permitted and operational for a specific period (e.g. 5 years).

A Remediation District may encompass additional areas beyond the commercial or industrial land, provided that the additional land shall be limited to those areas in which the provision of Community Wastewater treatment is consistent with the goals of the Comprehensive Plan, including but not limited to demonstration that the inclusion of the land shall provide for preservation of open space, the clustering of development and the creation of sufficient customer base to provide for the continued successful operation of the Community Wastewater System.  This proposed Comprehensive Plan Amendment would designate the service area for such a proposed Community Wastewater System.  This System would ultimately serve commercial, commercial recreation, industrial, public (Lois Fire Department), and residential uses.

Consider adoption of the attached resolution.
