Full-Time Erosion and Sediment Specialist Position

 

The John Marshall Soil and Water Conservation District (SWCD) office works closely with the Department of Community Development to implement the Fauquier County Erosion & Sediment Control Program.  Recent trends have shown plan reviews and site inspections to have risen sharply due to the dramatic increase in the number of land development applications and subsequent land disturbing permits.  Accordingly, the John Marshall SWCD requests an additional Erosion and Sediment Specialist position.  The requested position is critical in order to comply with state law and to achieve established Fauquier County Balanced Scorecard tasks of “Managing Growth in a Manner Which Protects our Agriculture, Environment, Quality of Life, and Historic Resources.” 

 

Full-Time Training Captain Position

 

The position of Training Captain was established in 1995 but was absorbed into the Operational Division of the Department of Fire and Emergency Services (DFES) as service demands increased.  Since that time, part-time, temporary employees have managed training.  Both the DFES and the Volunteer Fire and Rescue Association have recognized the need to re-establish a full-time Training Captain position.  Accordingly, creation of a Training Captain position is requested.   

 

Conversion of a Full-Time Senior Eligibility Worker Position to a Part-Time Senior Eligibility Worker Position and a Part-Time Aide Position

 

Currently, the workload of the eligibility determination staff of the Adult Services team of the Department of Social Services (DSS) is stable; however, the Adult Services workload continues to increase.  With the retirement of a long-term employee, there exists an opportunity to split a position into a part-time Senior Eligibility Worker and a part-time Aide position to assist with workload demands.  DSS requests approval to make this change.

 

The above referenced requests have received the endorsement of the Personnel and Finance Committees.

 

Requested Action of the Board of Supervisors:

 

Consider adoption of the attached resolution.

 

Fiscal Impact:

 

Erosion and Sediment Specialist Position

 

$37,912 from the Contingency Reserve has been approved by the Finance Committee for John Marshall SWCD to fund the requested position.  

 

Training Captain Position

 

An appropriation of $28,206 from the Emergency Services - Operations Fund Balance has been approved by the Finance Committee for this position.  $35,700 from the FY 2004 Fire and Rescue Levy revenue will also be used to fund this position.

The Department of Social Services will absorb any costs associated with this request.
