WARRENTON SERVICE DISTRICT COMPREHENSIVE PLAN

Topic
Description:
This
resolution initiates a Board of Supervisors an amendment to the
Comprehensive Plan for the Warrenton Service District, pursuant to
Section 13-202.4 of the Zoning Ordinance.
The resolution requests the Planning Commission to conduct
a public hearing, provide review and recommendations concurrent
with the companion
St. Leonard
’s Farm, Inc. rezoning
application RZ #03-M-09. The
representative for the referenced rezoning is the Town of
Warrenton
.
This
resolution directs the Fauquier County Planning Commission to
schedule and provide recommendations regarding the attached Plan
Amendment for the area designated “A” concurrently with the
St. Leonard
’s Farm, Inc. rezoning application to facilitate realization of the
agreement described generally below.

Background Information:
Representatives of
Fauquier
County
and the Town of
Warrenton
have worked with representatives of the Van Roijen family over the
last year concerning the location of potential development,
allowed by current zoning, and open space easements on
St. Leonard
’s Farm, Inc. property. Also
discussed was the possible location of a public park along Route
211, to the west and adjacent to the Town’s wastewater treatment
plant. These
negotiations resulted in an agreement between the Van Roijens
family and the Town of
Warrenton
, dated
October 15, 2002
. The following is a
representative summary of that agreement:
1.
Much of the development potential of
St. Leonard
’s Farm, Inc. – 41 of a total of 48 dwellings – would be
clustered onto 40 out of nearly 80 acres, marked “A” on the
attached map;
2.
The balance of the
St. Leonard
’s Farm, Inc. would be placed under an open space easement with
the Virginia Outdoors Foundation (7 lots could be subdivided in
the future);
3.
The County would consider and adopt a Comprehensive
Plan Amendment to allow sewer extension and a rezoning of area
“A” from Rural Agriculture (RA) to Residential, R–1;
4.
The County would rezone area “A” to an
Residential, R–1, and extend the Warrenton Service District
boundary to include this acreage;
5.
St. Leonard
’s Farm would convey 65 acres of land to the Town of
Warrenton
for the purpose of creating a public recreational facility; and
6.
This agreement would be subject to the County’s
agreement to extend the Warrenton Service District Boundary and
rezone area “A” by
May 15, 2003
.
The Town of
Warrenton
has worked expeditiously with the County to meet the agreement
terms. For example,
the Town and County held a joint Public Hearing on
November 18, 2002
, concerning an adjustment to the Town/County boundary to
accommodate the proposed 65-acre park.
The Town has also coordinated a rezoning application to the
County.

RESOLUTION
A
RESOLUTION INITIATING AN AMENDMENT TO THE WARRENTON SERVICE DISTRICT
COMPREHENSIVE PLAN
WHEREAS,
St. Leonard
’s Farm, Inc. is located adjacent and immediately to the west of the
Town of
Warrenton
; and
WHEREAS, St. Leonard’s Farm, Inc., with 988 acres presently zoned
Rural Agricultural (RA), has current development potential for 48 lots;
and
WHEREAS, St. Leonard’s Farm has reached an agreement, dated
October 15, 2002, to cluster 41 dwellings of this development potential
onto 40 of nearly 80 acres of land, shown as area “A” of the
accompanying map; and
WHEREAS, St. Leonard’s Farm, Inc., will also convey 65 acres of
land adjacent to the existing Town Boundary, to the Town of Warrenton, for
the purpose of creating a public recreational facility; and
WHEREAS, This agreement depends on the County extending the
Warrenton Service District Boundary and rezoning area “A” to the
zoning district classification of Residential, R–1, prior to May 15,
2003; now, therefore, be it
RESOLVED by the Fauquier County Board of Supervisors this 16th
day of December 2002, That the Fauquier County Planning Commission be, and
is hereby, directed to schedule, consider and provide recommendations
regarding the attached Comprehensive Plan Amendment to the Warrenton
Service District for area “A” concurrently with the St. Leonard’s
Farm, Inc. rezoning application (RZ #03-M-09); and, be it
RESOLVED
FINALLY, That the Fauquier County Planning Commission and the Department
of Community Development move expeditiously on this matter in order to
permit a Board of Supervisors public hearing on March 17, 2003 and
enabling action by April 21, 2002.
