A Resolution Authorizing the County Administrator to Request the Re-Allocation of Transporation Enhancement Grant Funds From Marshall Gateway and Salem Meeting House Project to the Marshall Main Street Project

 

Topic Description:

In fiscal year 2001, the Commonwealth Transportation Board awarded the Marshall Gateway and Salem Meeting House Project $350,000 in Transportation Enhancement grant funds.  The grant funds were to be used to: 

  • Install new gateway/welcome signs
  • Construct sidewalks along Business Route 17 in Marshall
  • Construct a transportation museum adjacent to the Salem Meeting House

The gateway/welcome signs were successfully installed.   

The construction of the sidewalks could not be completed due to space constraints on Business Route 17. 

Funds were expended to develop a design for the Transportation Museum.  The construction bids received on this project so far exceeded the project budget that it was not financially feasible to complete that portion of the project.  Without the necessary funding to complete construction, the project stalled.   

Due to the inactivity on the project for the past several years, VDOT has requested that the County consider reducing the scope of the project or closing the project, so the unexpended grant funds can be allocated to another TEA project. 

Per discussions with VDOT staff, upon closing the FY 2001 project, the County can request the unexpended grant funds be transferred from that project to the Marshall Main Street Project,            another approved TEA project in the County. 

It is proposed that: 

  1. Pending approval by VDOT for change in grant project scope, Marshall Gateway and Salem Meeting House TEA funds be expended to improve the appearance of the gateway to Marshall by constructing:

·         A landscaped patio and off-street parking at the Salem Meeting House property, and

·         If now feasible, sidewalks along Business Route 17 in Marshall. 

  1. Upon completion of the sidewalks, patio, off-street parking, and associated landscaping, the Marshall Gateway and Salem Meeting House TEA project be closed due to insufficient grant funding to complete the project as originally proposed.
  1. Upon closure of the Marshall Gateway project, the County request the remaining, unexpended grant funds from the Marshall Gateway and Salem Meeting House TEA project be transferred to the Marshall Main Street TEA project, approved for FY 2009 funding.

At its meeting on April 21, 2008, the Fauquier Heritage & Preservation Foundation approved this proposal for utilization of the remaining TEA grant funds.

Requested Action of the Board of Supervisors: 

Consider adoption of the attached resolution.

Financial Impacts Analysis:

The original TEA grant award for the Marshall Gateway & Salem Meeting House Project was $350,000, of which $114,469.09 have been expended.  

If the remainder of the grant ($235,530.91) is utilized for the reduced scope of the Marshall Gateway/Salem Meeting House TEA project and the Marshall Main Street TEA project, a 20% local match ($47,106.18) will be required.
