KEVIN T. CARTER

Center Magisterial District

Kevin T. Carter is the Executive Vice President of Trade Center Management Associates, the managing organization for the Ronald Reagan Building and International Trade Center in Washington, D.C.  Prior to his current role, he served as Managing Director for Lansdowne Resort & Spa in Leesburg, Virginia, since December 2020.  He also served as the President of Guests, Inc., a full-service hotel management company headquartered in Strasburg, Virginia, and was the local Managing Director of the Airlie Foundation for 16 years.  Mr. Carter has over 40 years of leadership experience in the hospitality industry, holding positions such as director, corporate director, resident manager, general manager, and independent consultant.

Mr. Carter was elected to the public office in 2016 where he served for six years as a member of the Warrenton Town Council (Ward 5). On September 8, 2022, he was appointed to fill a vacant seat by the Fauquier County Board of Supervisors to represent the Center Magisterial District.  In 2024, Mr. Carter began his initial term of office and served as Vice Chairman of the Board. In 2025, he was elected to serve as Chairman of the Board, and was reappointed in 2026.  

Mr. Carter currently sits on the Fauquier County Broadband Authority, Town/County Liaison Committee; Board of Supervisors/School Board Liaison Committee; Facilities Planning and Implementation Committee; Personnel Committee; Piedmont Workforce Investment Council (CLEO), and the Potomac Watershed Roundtable Committee. 

He is also an active and contributing leader in the community, where he serves on the Board of Directors for the Virginia National Bank.  He has been a member of the Board of Directors of the Fauquier County Chamber of Commerce, the Fauquier Hospital and Health System, and the PATH Foundation. Additionally, he served as the President of the Warrenton Rotary Club, and as Senior Warden and School Board Treasurer for the St. James Episcopal Church in Warrenton, Virginia.  

Mr. Carter and his wife Carrie and their children reside in Warrenton.  In his free time, he enjoys playing sports with his active family, fishing, hunting, tennis, and taking in an occasional round of golf.
