Project
The County in partnership with the Northern Shenandoah Valley Regional Commission (NSVRC), All Points Broadband (APB), and the Counties of Augusta; Clarke; Frederick; Page; Rappahannock; and Warren applied and were successfully awarded a Virginia Department of Housing and Community Development (DHCD) Virginia Telecommunication Initiative Grant (VATI) in December 2021, for an accelerated fiber deployment initiative where the local electrical utilities and APB work together to construct both middle mile and last mile infrastructure to create fiber-to-the-home (FTTH) to all unserved addressed within each of the localities.
Project Budget
The project is estimated to total $306.3 million of which the VATI grant will fund $97.2 million, with a County match from federal American Rescue Plan Act (ARPA) funding of $10.5 million or just under 80% of those federal funds allocated to the County.
Project Scope
The project will provide fiber-to-the-home or FTTH connections to approximately 42,700 unserved locations within the Regional Project. Approximately 10,000 of those locations are across Fauquier County building roughly 705 miles of fiber infrastructure.
Project Timeline
DHCD requires the project be completed within 36 months. Current project timelines for substantial completion are estimated by the third quarter of 2026. The project timeline can be impacted by outside constraints such as State approvals for the electrical utilities’ additional infrastructure and State contractual/legal approvals.
Project Updates/Communications
- Customer updates and preregistration will be provided on APB project specific website, which will allow interested subscriber to location-specific project updates, to preregister for service, and schedule service installation when available at your location.
- Note: Specific Customer Locations will be notified 30 days in advance as to availability of install at their location.
Project Area
The Fauquier portion of the project will provide service to approximately 10,000 homes or 705 miles of fiber infrastructure that are currently considered unserved, by DHCD standards and requirements. These areas were vetted by DHCD prior to the grant award. Alternate providers were able to challenge specific service locations. DHCD determined if those locations were required to be eliminated from the project as part of the standard grant process.
FAQs
How do I find out if my home is included in the project & how were areas of grant determined for the project?
Most all locations within the County that are currently not served by Comcast, those areas outside the service districts of Warrenton; New Baltimore; Bealeton; and Marshall, are included in the project. Specific locations were determined through field inspections, known coverage gaps and surveys with crowd sourcing activities by the County and All Points Broadband.

Where can I register my address?
When will my home receive service?
Once customer installs are available within an area, APB will notify potential customer 30 days in advance. The County, through standard updates, will post areas planned approximately 90 days in advance. If you registered through APB, they will also notify you directly.
How much will an install cost?
The standard installation fee is $199 to include all customer premises equipment. Long drop charges, or those locations with more than 500-foot service drops, will have the fee waived within the first 12 months from service availability.
How much will service costs and what type of services will be provided by APB?
The following are the four speed tier plans that are fully symmetrical, meaning upload and download speeds are the same. All plans will have no data caps with an additional flat $5 service fee to cover applicable taxes and fees. The monthly fees noted below are subject to change, but are the estimated monthly costs based on the grant application.
- 50/50 mbps - $59.99/month
- 100/100 mbps - $79.99/month
- 500/500 mbps - $99.99/month
- 1/1 gbps - $109.99/month
* APB will also notify you of available affordable internet cost programs through State and Federal programs.
Will APB provide VOIP or phone service with their monthly package?
Customers will have the ability to subscribe to VOIP phone service with multiple calling features including local and continental US long distance calls for an additional $14.99 per month.
