PRE-APPLICATION MEETING (OPTIONAL)

It is strongly recommended the owner or applicant schedule a Pre-Application meeting before submitting a site plan application. County Pre-Application procedures can be found here. Contact FCWSA at (540)349-2092 or visit the website at www.fcwsa.org. A Technical Review Committee (TRC) meeting is scheduled after first submission comments are received. This meeting is available to discuss any comments the applicant wishes to have clarification or discuss in detail. Please see TRC Meeting Dates to determine the date of the meeting based on the acceptance of the application.

STEP 1:  COUNTY COMPLETENESS REVIEW

This review is required prior to the 1st submission of a site plan to Community Development.  You will need the following in order to submit for Minimum Submission Review:


STEP 2: SUBMISSION & APPROVAL OF SITE PLAN

Our goal is to approve site plans after two reviews, however, the number of reviews may be more if department comments are not completely addressed prior to submission.   The County will provide written review comments to the applicant and owner after each review. After the first review, a Technical Review Meeting will be held. This meeting gives the applicant an opportunity to meet with reviewers to discuss received comments. A resubmission fee is charged for any review required beyond the two reviews & signature sets.  Required submission materials are listed below for each submission.

             1.  1st Submission

             2.  2nd Submission. Note: 
      • The 2nd submission must be submitted within 35 days of the TRC meeting. Two 30 day extension may be given by request. Submissions not meeting the deadline require an additional $200 filing fee.            
      • A comment response letter addressing each review agency's comments
      • Revised plans with changes highlighted on each copy (the number of copies provided should equal the number of review agencies commenting, plus 2 additional copies.) 
      • 5 Easement Plats with 2 deeds with original signatures (if easements required)
      • Bond Estimate Review spreadsheet in Microsoft Excel format and inserted into the site plan.
      • Flash Drive containing individual PDFs of all resubmission materials - do not include any financial information (i.e. copy of checks or the fee calculation sheet)  
             3.  3rd & Subsequent Submissions
      • The 3rd and subsequent submissions must be submitted within 21 days of receiving comments from the County.   One 30 day extension may be given by request.   Submissions not meeting the deadline require an additional $200 filing fee.    
      • $600 Flat Fee 
      • A comment response letter addressing each review agency's comments
      • Revised plans with changes highlighted on each copy (the number of copies provided should equal the number of review agencies commenting, plus 2 additional copies.)
      • Flash Drive containing individual PDFs of all resubmission materials - do not include any financial information (i.e. copy of checks or the fee calculation sheet)
             4.  Signature Sets 
      • 8 copies of revised plan (the County will keep 4 copies; if you need more signed copies, submit extra)
STEP 3: RELEASE OF SITE PLAN
Site work cannot begin and Building Permits cannot be approved until the Site Plan is RELEASED.  Steps necessary for a release of site plan are: 
  1. Approval and Recordation of any Easements required by the site plan.
  2. Approval and posting of a Bond and Execution of required Developer Agreements, and confirmation of water and/or sewer improvements being bonded with the service provider.
  3. Approval of the Land Disturbing Permit
STEP 4: AS-BUILT PROCESS
  1. An As-Built Plan showing all physical improvements on the site, including landscaping, must be submitted at least 10 days prior to the request for any Certificates of Occupancy.
  2. An As-Built Plan for the Stormwater Management Facilities and a SWM/BMP Agreement shall be submitted and approved prior to any request for Bond Reduction or Bond Release.
