The Final Soil Report is not a separate application; rather, it is a submission requirement for Construction Plans.  The Final Soil Report is a refinement of a Type 1 Soil Report or Preliminary Soil Report. It is prepared by a private Professional Soil Scientist. The Professional Soil Scientist adjusts the soil map to match the subdivision plan base map and adds any additional detail that can be shown based on the larger scale of the subdivision plan.  It is required for Subdivision Construction Plans. It can be used as the soil information for any other submission since it provides the best available soil information.

Waiver of Final Soil Report

A waiver of the Final Soil Report may be requested under the following conditions:

  1. The Preliminary Soil Report/Type 1 Soil Report and/or minimum 2-foot contour topographic map have been waived.
        
  2. All of the following:
  • Ÿ6 or fewer lots
  • ŸNo sediment basins are proposed.
  • ŸNo stormwater management facilities are proposed except for small on-lot practices such as rooftop disconnection, vegetated roofs, rainwater harvesting, and micro-bioretention.
  • ŸNo public roads are proposed
  • ŸNo closed storm sewers are proposed (does not include culverts).
  • ŸNo onsite community wastewater treatment and disposal facility (mass drainfield) is proposed.

This type of waiver does not require an application or fee.  Rather, decision and documentation of waiver of submission requirements are made at the Pre-Application meeting.  There is no application or fee associated with this waiver.
